Uncertainty looms over AIIMS at Changsari

Uncertainty looms large over the setting up of an AIIMS at Changsari near North Guwahati in Kamrup district, with the Union Cabinet yet to approve a budget and fix a time-frame for the proposed premier healthcare institute.

The matter came to light in a question and answer session in the Lok Sabha on November 18. The question was raised by two MPs seeking answer from the Health and Family Welfare Ministry regarding funds allocated and timeframes fixed by the Cabinet for setting up of new AIIMS-like institutes in different parts of the country under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) to provide quality heathcare to the people.

In its reply, the Health and Family Welfare Ministry stated that fund is still to be allocated and timeframe yet to be fixed for the setting up of AIIMS at Changsari’s Jalah in Kamrup district, the selected location in Assam. But the Ministry concerned gave a timeframe of October 2020 and funds ranging from Rs 925 crore to Rs 1754 crore for the setting up of AIIMS in five other locations across the country.

The silence of the Union ministry concerned on fund allocation and fixing of a timeframe for the proposed AIIMS in Assam has put into uncertainty the future of this ambitious project in this part of the country.

The decision to set up an AIIMS at Changsari near North Guwahati was taken by the then Congress government in the State. The same government said it was a selection committee sent by the Union health ministry that had selected Changsari out of seven sites shown. Excluding Changsari, locations like Dimoria Mouza, Kamalpur revenue circle, Shahari Mouza of Raha in Nagaon district, near IIT Guwahati in North Guwahati and Kachamari Mouza under Nagaon Sadar Revenue Circle were suggested for the proposed AIIMS by the then Assam government to the Union health ministry.

The setting up of a proposed AIIMS at Changsari triggered large-scale protests at Raha in Nagaon district in July this year. During the protests, one person was killed in police firing when local residents of Raha blocked the national highway demanding setting up of the AIIMS there instead of Changsari in Kamrup district.

The Health and Family Welfare Ministry also informed the Lok Sabha that a State Cancer Institute (SCI) with a budget of Rs 120 crore and a Tertiary Care Cancer Centre (TCCC) with a budget of Rs 45 crore would be set up by the Central government at B Barooah Cancer Institute and Assam Medical College, Dibrugarh respectively, under the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS).
